Heart monitor not running as requested

Mi Band 4 running only Notify and Fitness app.
I have the Heart Rate monitor set to every 4 hours, but it never runs at all. Any ideas why?
Does the N&F app have to be running in order for the heart rate monitor ro run a check?

    Update:. I left the N & F app running and it still does not do the automatic heart rate check.
